While looking through the S/S 2017 collections, I found that this detailing near the shoulder showed up so many times. Above you can see Michael Costello's opening piece, where there are nearly symmetrical flowers on either side of the gorgeous dress. Below you'll find more of the detailing from the Creatures of the Wind's collection. The first two seem to be feather-like, while the next two of Creatures of the Wind and Kate Spade have flowers like Costello.

While looking for pieces with this detailing, I found a lot of bomber jackets and shirts from the men's section. I think it does not really matter which section it is from, so go ahead and raid the men's section because they have some very nice pieces. You can also easily replicate this detailing even without buying a jacket or shirt. Just snag some patches or pins and place them symmetrically on any of your tops. This allows for customization and you can apply it to so many more pieces; and it is less expensive. Let me know down below if you are going to try out this trend.
